There are some serious flaws with the rules:
Firstly, the definition of "video game" used (i.e. console & PC games) is outdated, from a time when most video games ran on raster displays. Now that raster displays are rarely used, most video games today no longer fit that outdated definition, according to which we'd have to exclude most HD console games, let alone handheld games.
Secondly, what's the difference between PC and Mac games? I don't see any reason why Mac games should be excluded at all.
Thirdly, this site has already contradicted its own rules by including indie games like Journey and The Walking Dead, as top GOTY contenders no less. If indie games can be included, then why not handheld games?
Fourthly, all three of the awards I mentioned are multi-platform awards, not some specialist handheld awards. It just so happens they've given the GOTY award to handheld games these past few years rather than console ones.
And finally, by excluding handheld titles and focusing exclusively on console & PC games, that will only lead to the exclusion of an entire nation's video game output from ever being a serious GOTY contender, since the Japanese game market today primarily revolves around handheld and arcade games.
The rules would have been fine last gen, when consoles & PC's were the dominant force of the gaming industry, but now with the rise of handhelds and mobile platforms, those rules no longer make any sense. Maybe it's too soon to include mobile games, but handheld games have evolved to the point where they can barely be differentiated them from console & PC games.
In other words, I think it's about time that the rules are updated to reflect the changing video game market, which has changed a lot since last gen.

I do have a quick question. It seems odd, to me at least, that BootHammer is listed, which seems to be a relatively young, one-man blog, but Gamestitch.com is not, given that it seems to have a bigger staff and a more robust support structure. I don't care either way--I'm just curious as to the reasoning.

Regarding the submission rules for the Korean Game Awards, it's more or less the same as the Interactive Achievement Awards:

Sorry, but I still can't agree with your reasoning. What you're saying about the Korea Game Awards is also true of the BAFTA and AIAS awards, which only award the best games among the entries submitted.
I remember back in the 2005 AIAS awards, Resident Evil 4 wasn't entered because Capcom hadn't paid a fee to nominate their game, so the AIAS gave the GOTY award to God of War instead, something that even GOW's creator acknowledged.
I don't mean to sound negative, because this is a very useful site and I really like it, but I just think you're being somewhat selective here, only listing awards for certain kinds of games and ignoring others which don't fit the mould. I think this site could be improved a lot if the selection criteria wasn't so narrow.
